"Gonzales Defends Surveillance"

"Gonzales offered clarifications or new explanations for some aspects of the monitoring program. He told the panel that the NSA is relying on 'probable cause' when picking targets but said a different term -- 'reasonable basis' -- was used because the NSA employees are not lawyers."

Okay so obviously, if they want to listen in enough, there doesn't need to be any reason whatsoever. I think it's interesting that Professor Milani said in class the other day that there was never any time he had called Iran without expecting the line to be tapped and recorded.
