"Prodded to spend, China's consumers prefer to save"

"...one of the government's greatest challenges: jump-starting consumption as the next engine of growth to trim the economy's reliance on investment and exports."

Chinese citizens refuse to consume blindly with their personal surplus, and instead would rather put it away and concern themselves with protecting themselves from their own government. In general here, Chinese citizens win over citizens of currently industrialized nations and of course, over their own governemnt.
